There are two things to check: (a) does the estate owe inheritance tax, and (b) do you need to file with HMRC (using the IHT400 form). Estates that owe no inheritance tax may still need to file an IHT400 to confirm their position.

A few things that change the paperwork

The estate qualifies for business or agricultural relief

For example, a farm or a share in the family business.

They gave something away but continued to benefit from it (a 'gift with reservation')
